Lionel Victor is a Chartered Civil Engineer (UK) and an "Ingeniero de Caminos" (Colegiado in Spain).

- As head of the civil engineering department for Gaz de France Lionel was involved in major international natural gas instalations.

- In Gibraltar Lionel has recently acted as a Resident Civil Engineer in major civil (and infrastructure) projects like the (design phase of) New Gibraltar Power Station.

- In Spain Lionel carries out civil and structural inspections of retaining structures, foundations and super structures. A full and detailed condition report is prepared by Lionel and certified by the "Colegio de Caminos" (CICCP).
